  Unity Launcher is not transparent when background colour opacity is

Bug description:
  Set a custom background colour in ccsm and as you decrease opacity of
  the colour to lower values the launcher does not get more transparent
  as it should, but instead gets coloured in white as you can see in the
  screenshot attached.
