@Andrea, I suppose you are asking me.  Yes, same as with the OP, the
shortcut keys are set correctly.  In fact, this is a pretty virgin
installation.  Same as him, the problem also went away after a reboot.
What I forgot to do was to verify with xev that the key events were
indeed triggered.

  Ctrl+Alt+T used to be the keyboard shortcut for opening a new terminal
  window (whether or not one was already open).

  It doesn't work any more.
