This is, in fact, not a duplicate. The users here see the "solution" to
the supposed previous bug as a bug. A solution to the bug in this report
might be to develop an option to choose which behavior occurs.

  Moving an icon on the launcher implies locking it

Bug description:
  Steps to reproduce:
  1. Suppose that Gedit and Firefox are not locked on the launcher.
  2. Open Gedit and Firefox.
  3. Move the Gedit icon above/below the Firefox one.

  What I expect to happen?
  The Gedit icon should be above/below the Firefox one, and nothing else should have changed.

  What happens instead?
  The icon is correctly moved, however it is also locked.

  To be clear: with 'locked' here I mean that right-clicking the icon
  shows "Unlock from launcher", i.e. when I close Gedit, its icon is
  still on the launcher.
