Title:
Launcher + top panel shifted vertically when plugging in second
display

Bug description:
When I plug an external display into my laptop, the launcher and top
panel are both temporarily drawn in the wrong location on the primary
display, shifted vertically about 1" below where they are supposed to
be (that is, they are drawn in the middle of the screen). The problem
corrects itself without user intervention, but it remains a really
ugly artifact. See attached video for an example.
The top panel and launcher are drawn in the right place on the
external display.
This is 100% reproducible on my 13.04 system. I observed it in 12.10
too so I don't believe it's a regression.
I am using nvidia-experimental-310 310.14-0ubuntu2. My primary
(laptop) display is 1440x900 and the external display is 1280x1024.
The external display is configured to the right of the primary
display. Both displays are vertically aligned (the panel is at the top
of both displays).
There are no functionality problems related to this; the external
display works fine after being plugged in. It's just a cosmetic issue.
