  Window controls become unclickable when windows are maximized

Bug description:
  This is an issue that has started affecting me recently. When windows
  are maximized, as some point since the reboot Unity will break and
  make the window controls be unclickable if the window is maximized.
  Unmaximizing the window allows me to click on them.

  Restarting unity-2d-panel did not help.

  Attached is a screenshot of the unresponsive problem area highlighted.
