Thank you for your bug report. I can't reproduce this on the current
version. Is that still an issue? Do you get it every time? How do you
start those applications? (dash, keybindings, using indicators, ...)

Title:
  No shortcut number is assigned to the most recently opened window

Bug description:
  When an application that is not locked to the launcher is opened, its
  window doesn't get a shortcut number assigned. However, when I open
  another application, the previous one gets a number assigned, but the
  new one does not. Moving the application's icon around in the launcher
  also assigns it a shortcut.

  Note: I have less than 10 application icons in my launcher.
