  Some elements in UI don't honor UI scale settings anymore

Bug description:
  My laptop is connected to an external monitor which I use as primary
  display. After few normal routines of suspend and wakeup everyday, I
  notice some UI elements in Unity don't respect UI scale settings
  anymore when my laptop wakes up and resume my login session and Unity
  even ignore the settings completely when I adjust around the UI scale
  in Display applet. Please see screenshot links below
