As part of the big bug review for 16.04 LTS I have tested this on 15.10
and the bug is still there.

The list of suggested applications remains always the same, even if you
install some of those applications directly from the Dash, apt-get or
Ubuntu Software Center.

Bug description:
  'More Suggestions' in Dash App Lens show false negatives for some (or
  should I say most of the cases?) applications that are already
  installed. It shows those apps in 'More Suggestions' for installation,
  though they're installed in the system.
