[Bug 1513496] [NEW] Panel flickers when clicking over menus

Clicking on the menu in the unity panel will make the panel turn
completely to the background color and flicker

This is caused by lp:~3v1n0/nux/emit-mouse-leave-on-new-over-area and a
workaround we've in unity to show menus.
