Contrary to what you have been told in GitHub, this is not a bug in
Unity, but in the indicator depicted in your screenshot.

** Project changed: unity => hundredpapercuts

** No longer affects: hundredpapercuts

** Tags removed: theme

** Summary changed:

- White icons on white background menus
+ User icons are not symbolic and do not pick up theme’s color

Title:
User icons are not symbolic and do not pick up theme’s color

Status in indicator-session package in Ubuntu:
  New

Bug description:
I guess Unity checks if the panel color is light or dark and then chooses light or dark icons accordingly.
It should do the same for the menu, but it looks like it doesn't.
