  [FFe] geonames & indicator-session (silo 41)

Bug description:
  This is an FFe for the xenial side of silo 41.

  This FFe is just for the packages in main that we're touching.  I
  understand we have a blanket exception for the universe stuff?

  == Geonames ==

  geonames is a package used by unity-control-center to show timezone
  information.  And in Touch, we're going to start using it for the
  same.

  The geonames change adds a couple API calls needed by the out-of-box-
  experience wizard (it exposes more information, like the population
  count and country code of cities).

  == Indicator-Session ==

  We add a desktop-mode switcher to the indicator, if running unity8.
