[Bug 1562898] [NEW] Yank effect in brightness bar

Public bug reported:

When sliding left and right the brightness bar movement is not as smooth
as it should, there is a yank effect. This has been seen in mako rc-
proposed #402.

This can be seen easily comparing how the bar moves when "Adjust
brightness automatically" is set and when it is not.

See also bug #1555215.
