You don't have unity-conrol-center installed it seems, the indicator
should probably depends on it or show the menu item only when the binary
is avaiable though

Bug description:
  Clicking "Time & Date Settings..." from the clock indicator does
  nothing. No error message, no new dialog box, no place to type in new
  information. Nothing.
