[Bug 1388931] Re: [clock] No setting for 12h or 24h clock format any more

- Before the new design, the clock app had a setting for 12h or 24h (bug
- 1268158). With the new design, that is now gone, and there is no way to
- get a 24h clock, when using a locale that defaults to 12h.
