[Bug 1598534] [NEW] Screen can't get back occasionally after dimmed and locked

Reproducibility: Occasionally

Steps to reproduce:
System Settings > Brightness & Lock > 
Dim screen to save power > Check > Turn screen off when inactive for: > 1 minute >
Lock > ON > Lock screen after: > screen turns off

Wait for a few minutes away from my keyboard and mouse.
Then move the mouse.

Actual results:
Screen is still dark except a mouse cursor is displayed and can move as usual.
tty1 is completely dark too.

Expected results:
Screen is displayed.

This problem still exists in latest kernel:
http://kernel.ubuntu.com/~kernel-ppa/mainline/drm-intel-nightly/2016-07-02-yakkety/
In this latest kernel, however, tty1 is displayed as usual.
