[Bug 1632210] Re: notify-osd Randomly Flickering volume

I've had this problem for a very long time however I recently found out
something about it
Opening sound settings when the bubble flickers for one second to the
volume of 60% to 70% the name of "Line out" changes for a split second
to "Headphone (Something, possibly jack)",
I cant get a picture due to the fact recording on ubuntu at high
framerate simply isn't possible with the tools I found.
I couldn't find the original bug report however I hope this new
information helps fix this as it is very distracting.
