[Bug 1643957] [NEW] Lock/Unlock on System Settings not work properly

1) Description:	Ubuntu Zesty Zapus (development branch)
   Release:	17.04
   Linux 4.8.0-28-generic #30-Ubuntu SMP x86_64 GNU/Linux

2) unity-control-center
   15.04.0+16.10.20161003.1-0ubuntu2

3) On 'User Accounts' tab:
   - Password is required to unlock and edit data
   - Data are editable only if unlocked

4) On 'User Accounts' tab:
   - if I click to Unlock, no password is required
   - if I click to Lock, password is required
   - Data are editable also if locked

** Affects: unity-control-center (Ubuntu)
     Importance: Undecided
         Status: New
