[Bug 1647334] [NEW] datetime does not autoupdate clock based on geolocation

I am currently in Spain, and unity-control-center datetime is configurd
to automatically update the timezone based on IP geolocation.

This does not work (and honestly hasn't worked for quite some time, well
before 16.04).

In one screenshot, you can see that my timezone is set as New York, and
the "Automatically from the Internet" button is selected for "Set the
time".

In the other screenshot, you can clearly see that my geolocation shows
that I am in Spain, but the time has NOT updated to reflect that I'm on
a different European timezone.

This has never worked in Ubuntu that I can recall, I always have to
manually change the location.

Expected Behaviour:

Timezone is updated automatically whenever I am connected to the internet in a different timezone.
