  Battery-low notification bubble does not appear on top of Youtube
  full-screen videos in Xenial

Bug description:
  While I was watching a full-screen video on Youtube, I heard the
  battery-low notification sound, but I did not see the bubble on top of
  the video. I think it is important to show the bubble on top of full-
  screen videos.
