  When a maximized window has window on top of it in 'restored state'

Bug description:
  To reproduce:
  Open a application (say Thunderbird) and maximise the window.  Open a window that is not maximised on top of it (if using Thunderbird you can press the 'write' new email button).  Now when you try to unmaximise the maximised window by dragging down on the empty area in the menu bar nothing happens.

  Desired resolution:

  Dragging downwards from the empty area of the menu bar of a maximized
  application should always un-maximise the window, irrespective of it's
  place in the window z order stack.

  Three interactions:
  1) single click to bring the maximised window to the top of the Z stack
  2) dragging downwards should un-maximize the window
  3) double click to unmaximize the window
