Bug description:
  Notification area... what do we call that on Unity? :)

  Example of this issue is with XChat. Run XChat, then close it (so that
  it stays in the panel, hidden). The arrow goes away next to the
  launcher. Pressing the launcher's XChat icon again (I have mine set to
  stay in the launcher) will launch a second instance of XChat.
