Bug description:
  The Ctrl-Alt-Numpad # Window Placement hot keys are not working at all
  for me.  For example, in Unity 3D Ctrl-Alt-Numpad 7 places the window
  in the top left corner of the screen.  On 2d it appears to do nothing.
