[Bug 1998278] [NEW] Ubuntu 22.04 Set 3G/4G in Network Mode pop up error “only one combination supported”

Fibocom L860R+ Modem
Test steps:
1 Turn on the phone
2 Click Network Mode
3 Select 4g Only
Expected output:
4G can be set successfully.
Actual output:
Failed to setup 4g
analyze:
I checked the modem and when the modem is L860R+ it only has one allowed mode.
L860R+ does not support mbim2.0, so we only have one allowed mode here. When the modem has only one allowed mode, the setup mode is disabled. So we run into this error. Can we set the modes shown in NetworkMode to those provided by ModemManager
