With Ubuntu 22.04 the package "libglew-dev" works very well.

Bug description:
  libglew-dev does not include the cmake files required in
  /usr/lib/cmake/glew

  CopyImportedTargetProperties.cmake
  glew-config.cmake
  glew-targets.cmake
  glew-targets-release.cmake

  These allow the GLEW library to be found by CMake's find_package()
  function when used in config mode.

  (Apologies for assigning this bug to the wrong package. It is claimed
  that https://packages.ubuntu.com/bionic/libglew-dev is not part of
  Ubuntu)
