Well I was able to find out something more about this today.  Turns out
that the board is available!  I was able to order one via a chat session
with tech support at Dell.   I ordered mine today for $199 plus tax and
shipping.  I'll post again once I receive it and get some time to try it
out.  The item number for a "Dell Latitude ON, Latitude E4xxx, Customer
Install is 330-3360.
