The problem is exacerbated on LTSP systems where all users are
essentially local users, which may be a fairly common use case for where
Schooltool will be deployed.

When Schooltool was included in Ubuntu before it had the same
configuration.

In my opinion the debconf method would be ideal, it would make it easier
to have something like a Ubiquity slide to configure it if we'd ever
like to include it in Edubuntu again.
