Same bug on Kubuntu 11.04 64bit, all updated, no external ppa, only official repos.
Bypassed with this workaround:

- set GTK theme to raleigh
- start GIMP once
- set GTK theme back to oxygen-gtk
- GIMP now works with oxygen-gtk, too
