I was mistaken about the f ix.   I had made a simpler tuxpaint.desktop
in my ~/.local/share/applications without name/comment translations that
seemed to be the one that was in fact working:

[Desktop Entry]
Name=Tux Paint
Type=Application
Exec=tuxpaint
Icon=tuxpaint
Terminal=false
Categories=Education;Art;
GenericName=Drawing program
Comment=A drawing program for children.


The above works.  Maybe one of the translations is a problem?
