[Bug 1824164] [NEW] tuxpaint in fullscreen mode works incorrectly with two monitors connected

Public bug reported:

i have two monitors setup
primary monitor is 1680x1050 and is on right
secondary monitor is 1920x1200 and is on left. also it is shared with another computer and used only in special cases

when i launch tuxpaint and set it to fullscreen with system resolution
then it occupies both monitors. because resolution differs, bottom part
of what is shown on right one is not visible

when i set it to forced resolution 1680x1050 then it is correctly on
primary monitor

when i set resolution like 1920x1200 then it is somewhere in middle,
part of it is on one monitor, part on other.

gCompris and some other games my son is playing works well on secondary
monitor, so far tuxpaint is only case when he must use windowed mode to
make it work there
