[Bug 1891414] [NEW] pdd file crashes when loading.

Public bug reported:

1) Description:	Ubuntu 18.04.5 LTS   Release:	18.04
2) GIMP 2.10.14
3) I expected to load the file.

This is a pdd file created years ago with my mother's old Window's 7
machine.

The attached file dump crashes with GIMP. When I try Puma it displays
"pluma has not been able to detect the character encoding.Please check
that you are not trying to open a binary file."

All the pdd files from an old CDrom fail.


Oddly enough, I discovered that if I rename the extension from ppd to psd the file will load in GIMP.  (I noticed this as I was getting ready to hit submit.)
