[Bug 1950917] [NEW] Reporting a gimp crash

The "Gimp" crash happened when try to apply the oilify filter to an image layer. I had tried to apply it to the top layer. It was not turned on. So I turned the layer on and then used from the Gimp menu "re-apply" oilify filter. Since it was never applied in the first place, I had guessed that that was where the error came in. However, I restarted Gimp selected recover last session and tried to apply the oilify filter (this time with the layer being selected. I got the same crash. Went back in and change the image precision to 32 bit integer from 32 bit floating integer and there was no crash; and the filter applied. I think Gimp needs grey out filters when they are not designed to work under certain conditions.
Note: The Gimp error dialog led me here via send report button, so I assume this is the right place to report?
