[Bug 1958003] [NEW] Upgrade anki to version 2.1.26 or higher

Hello!  I recently created a new Anki deck using Anki 2.1.49.  When I
attempt to sync the deck to my Ubuntu Hirsute laptop, I get an alert
that says: "Your Anki client does not support the new timezone handling
yet. Please switch to the legacy handling in the computer version's
Preferences screen."  However, that setting doesn't exist in 2.1.15, so
I can't actually sync the deck.

Anki 2.1.26 and higher seem to sync my decks fine.  I'm fine using the
newer Anki tarballs available on Github for my own use
(https://github.com/ankitects/anki/releases).  But it would be more
convenient to have a newer version of Anki in the Ubuntu repository.

What is the process for getting it updated?  Anything I can do to help?
