dia's upstream tests are not run at build-time:

   dh_auto_test
	cd obj-x86_64-linux-gnu && DEB_PYTHON_INSTALL_LAYOUT=deb LC_ALL=C.UTF-8 MESON_TESTTHREADS=4 meson test --verbose
ninja: Entering directory `/<<PKGBUILDDIR>>/obj-x86_64-linux-gnu'
ninja: no work to do.

and dia has no autopkgtest.

The broken dia causes at least ns3 and xnee to FTBFS.
