I just checked midori and scratch, they both exhibit other behaviour
than pantheon-terminal, i.e. they both close the last tab. However
instead of closing the application they show a 'welcome' screen.

And as Avi already stated, this is the default behaviour for terminals,
so it is what people will expect to happen. I know one can use ALT-F4 or
whatever to close it, but when I close my terminal I close my tabs
one-by-one to check if nothing is running and possible final output,
this I do using C-d which works for each tab except for the last :S
