Granite doesn't control this one way or the other, right now. The API
just doesn't enforce it. Make it do so is definitely up for discussion,
but it's not a question of reordering -- it's about changing the API.

So atm, marlin and scratch need to do the Right Thing (tm) themselves.

Bug description:
  In Marlin and Scratch (so far), the Preferences menu item cannot be
  placed at the bottom of the menu, above About, as Daniel required.
