  Check for "~/Projects" and create it if necessary

Status in Devkit Developer Toolkit:
  New

Bug description:
  If we're going to manage projects, we need a place to store them. At
  some point (project creation maybe) we should check to make sure that
  "~/Projects" exists, and if it doesn't, we should create it.
