We can also let these two buttons, and just add the bitmap in the
library when we use the toolbar button.

Bug description:
There are two buttons to import a bitmap, one in the left toolbar and one in File->Import.
One imports in the library, an other in the workspace, it is very confusing. A single button would be more logical.
