I have provided apache 2.2.19 for Ubuntu 10.04 LTS, Ubuntu 10.10, and
Ubuntu 11.04 here:

ppa:ptn107/ppa

I will roll out security updates as I receive them, but the Ubuntu devs
will not be providing any official support (backport or otherwise) for
2.2.19 pre-oneiric.
