Chris proposed the following answer:
Just entering the workgroup name in smb.conf will work every time.  It's
the simplest way of using a windows printer.

Make sure you type the workgroup into smb.conf _exactly_ as it is on the
windows machine.  This is normally all capitals.  As stated, if you
can't see the windows workgroup  and the printer under samba when you
install the printer, check your setup on the windows machine and the
workgroup name.  It might take a minute or two to register the workgroup
after you reset samba.
