php5-cgi provides /etc/apache2/mods-available/php5_cgi.load, so it seems
that you have a problem local to your system. Try reinstalling the
php5-cgi package.
Since this looks like a local configuration problem, rather than a bug
in Ubuntu, I'm marking this bug as Invalid.

If you believe that this is really a bug, then you may find it helpful
to read "How to report bugs effectively"

if you would then provide a more complete description of the problem,
explain why you believe this is a bug rather than a problem specific to
your system, and then change the bug status back to New.
In particular, in your case, it seems far more likely that something
local has accidentally removed /etc/apache2/mods-
available/php5_cgi.load, rather than there being a bug in packaging
here. I'd only consider this a bug if you could show that something in
packaging deletes /etc/apache2/mods-available/php5_cgi.load when it
should not. Please post steps to reproduce if this is the case.
