I'm not sure that this can be considered a bug in Ubuntu.

Specifically, the samba4 package description against version
4.0.0~alpha18.dfsg1-4ubuntu2 (shipped with 12.04) says:

 These packages contain snapshot versions of Samba 4, the next-generation
 version of Samba. These should be considered _experimental_, and should
 not be used in production.

So I think it would be expected in 12.04 for you to sort out your
previous samba 3 /etc/smb.conf or otherwise resolve the situation
yourself.

On the other hand, samba4 is default in the current development version
(2:4.0.10+dfsg-4ubuntu2) so there should be fewer problems with this
version and the bar for a problem being a bug is lower there.
