[Bug 1391159] [NEW] squid3 : missing helper /usr/lib/squid3/ext_time_quota_acl

Release: Ubuntu 14.04.1 LTS
Package:  squid3-3.3.8-1ubuntu6.1

I want to use the helper ext_time_quota_acl but it is missing in package
squid3-3.3.8-1ubuntu6.1 for trusty.

The reason is a missing entry in debian/rules for
DEB_CONFIGURE_EXTRA_FLAGS

Here is a little patch:
