Updates on packages for stable Ubuntu releases (especially LTS releases) are published only under specific circumstances.

What might be easier to achive is a backport of the utopic version to
trusty, see https://help.ubuntu.com/community/UbuntuBackports
And as far as I can see, there are already some PPAs with updated
versions available, click on "Other versions of 'apache2' in untrusted
archives." at the end of the page
