You are misinterpreting what you see.

The output on https://allbookserve.org tells that there is a webserver
used, which has got Ubuntu as its operating system and apache2 software
installed, but which is not correctly configured.

Ubuntu does not have any responsibility in that context.
It is somewhat similar to bank robbers driving to their next raid with a certain car. The car manufacturer is also not liable for the misuse of its product.
