Bodo Probst confirmed that the question is solved:
Solved: The previous Intrusion Detection System has recently been
preplaced by an Intrusion PREVENTION System configuration!!!

This actually prevented connection with ET POLICY GNU/Linux APT User-
Agent Outbound likely related to package management message, which
obviously dropped connections. After modification of ruleset and
exclusion settings the install could be successfully completed.
