When installing the samba package:

invoke-rc.d: initscript nmbd, action "start" failed.

Workaround is to disable the nmbd service then 'apt -f install' to
complete the installation.

Suggest not enabling nmbd by default as most modern workloads do not
require it. Otherwise preinst may need to perform the check for IPv4
addresses and do the disable.
