[Bug 1532589] [NEW] Replace xterm windows with tabbed VTE widgets for the "Open terminal" action

Public bug reported:

When selecting many clients and choosing to Open a terminal locally,
multiple xterm windows appear, cluttering the user workspace. We should
instead use a tabbed window with each tab containing a remote terminal.
That should be easy with vte and gtk.Notebook.
