[HG ffc] Initial work at getting coefficients to work for DG methods.

Add check for whether a given expression is correctly restricted (should not
be restricted for integrals over cells or exterior facets but must be restricted
for integrals over interior facets).

Check for various things on expressions should be collected in checks.py.
