[HG ffc] Roll-back, num_sub_elements() and num_sub_dof_maps() return at least 1.

Fixes for sub_element and sub_dof_map:
 - Generate code for num_sub_dof_maps and create_sub_dof_map
 - Change behaviour of num_sub_elements. Now, an element that
   is not mixed returns 0 from num_sub_elements(), not 1.
Changes is evaluate_basis will be necessary (but should hopefully
be small).

Reduce number of digits in output from 13 to 12 digits to get reproducible results.
If requested, we can add something like -fnum_digits if more digits are needed.
