Bug description:
  FWTS mpcheck test reports high failures against a system I am running
  cert test suit on.

  Please let me know these should gate a certificate for this system.

  Test 5 of 9: Test MP IO Interrupt entries.
  FAILED [HIGH] MPIOAPICId: Test 5, IO Interrupt Entry 9 (@0x000fdb64) has a
  Destination IO APIC ID 0x02 which has not been defined.

  will attache the whole mpcheck test results.
